7. Institutional arrangement (1) Government sector:-
A self-governing and executive National Youth Council will be formed by providing a separate law for the implementation of this youth policy. It will have officials appointed by the government of Nepal, including representatives of related agencies, representatives of youth organizations of political parties. The structural arrangement will be adjusted from the center to the local level of the council. While appointing and nominating officials in the council, arrangements will be made to ensure proportionate and inclusive representation of Madhesi, tribal tribes, Dalits, backward areas, disabled and minority communities. Also, 33 percent participation of women will be ensured at all levels. The council will coordinate, coordinate and facilitate youth related programs run by the government, non-government and private sectors. According to the needs of the youth at the local level, structures such as Youth Information and Research Center, Youth Counseling and Service Center, and Youth Employment Promotion Center will be established in accordance with this policy. Financial and administrative arrangements will be made according to the need for the functioning of the council and subordinate bodies.
(2) Non-governmental sector:-
Youth associations/organizations, national and international non-governmental organizations to conduct programs related to youth. - Institutions, private sector, civil society and local bodies will be encouraged and mobilized to create a suitable environment. The resources of such organizations will be taken as partners for mobilization in youth related programs. National Youth Council will direct and coordinate this work.
